The location of the first harmful event as it relates to its position within or outside the trafficway
(01) On Roadway: The portion of the trafficway normally designed for vehicular traffic (travel lanes).
(02) Shoulder: That part of a trafficway contiguous with the roadway for emergency use, for accommodation of stopped motor vehicles, and for lateral support of the roadway structure.
(03) Median: An area of trafficway between parallel roads separating travel in opposite directions. Medians fewer than four feet wide must have a barrier to be considered a median. Continuous left-turn lanes are not considered painted medians.
(04) Gore: An area of land where two roadways diverge or converge. The area is bounded on two sides by the edges of the roadways,1 which join at the point of divergence or convergence. The direction of traffic must be the same on2 both sides of these roadways. The area includes shoulders or marked pavement, if any, between the roadways.
(05) Roadside (outside of shoulder): The outermost part of the trafficway from the property line or other boundary in to the edge of the first road.
(06) In Parking Lane or Zone: Crash location outside the roadway in a space designated for parking motor vehicles.
(07) Off Roadway, Location Unknown: The first harmful event is off the roadway yet still within the trafficway. However, the exact location within the trafficway is unknown.
(08) Outside Right-of-way (Outside trafficway): Not physically located on any land way open to the public as a matter of right or custom for moving3 persons or property from one place to another4
